HEC and ‘absconding’ scholars

THIS IS apropos of the report about the Higher Education Commission penalising PhD absconders (published in media). It was a great shock that some of the PhD scholarship holders have disregarded their bond to serve their homeland after earning the academic title of ‘doctorate’.The PhD faculty is an important ingredient and indicator in gauging the academic worth of a university or an educational institution. Alas what group of PhD candidates or PhD scholars our home country is producing that does not keep up their commitment and are unwilling to pay back.This is the inefficacy of not only the educational setup but also the moral collapse of society as a whole.The Higher Education Commission finances almost Rs4,500,000 for each PhD candidate. Why blame illiterate politicians sitting in parliament if our so – called educated people are not fulfilling their promise to serve the country for at least four to five years.Some of these PhD candidates have also worked as teachers in many educational institutions before going for higher studies. One can imagine the kind of conduct these people have imparted to their students. The HEC has put up the requirement of GAT for the award of PhD scholarship, which tests the verbal and analytic abilities of the candidates.It seems there is also a need for ‘moral evaluation test’ of these so – called literate people.

    I like your article. I do agree what you have mentioned. But i don’t agree in your last few lines regarding GAT Test.
    GAT Test is just a money making policy of HEC. If GAT is some important then it should be the part of semester in Bach or MS or PhD programme. This test is just to de motivate student for getting admission for higher studies. Also universities provide some lectures on this test like they use to give lectures on other courses of different disciplines.
