STAFF REPORT ISB: The future of various students is on stake as controversy has been generated on Dual Degree Programme offered by COMSATS Institute of Information Technology (CIIT).


In 2010, CIIT signed a Memorandum of Understanding (MoU) with UK`s Lancaster University according to which both universities agreed to start dual degree programme. The procedural requirements however demanded CIIT to take requisite No Objection Certificate (NOC) from Higher Education Commission (HEC) and Pakistan Engineering Council (PEC) which was not fulfilled due to unknown reasons. The NOC has not been attained even after 5 years of the agreement. As per HEC, since CIIT has failed to get NOC therefore, the MoU stands null and void as per clause 2 (i) of the document.


The stakeholder including HEC, PEC took the matter and held various meetings with CIIT in this regard and proposed solutions in order to save the future of the students enrolled in those dual degree programmes. The matter is still impasse and both the organizations want to protect future of students through a mutually agreed middle way.


HEC official while commenting on the matter said, “The HEC is still keen in protecting the students interest and the best solution has already been presented which entails a subject accreditation from the relevant Councils”.
