STAFF REPORT ISB: The Higher Education Commission (HEC) has agreed to hold wide consultations with the provinces in order to ensure that activities undertaken by the provinces are in harmony with the provisions of the Constitution of Pakistan, especially Articles 153 and 154.

The decision has been taken during a meeting recently held at the HEC Secretariat with the HEC Chairman Prof. Dr. Mukhtar Ahmed in the chair.

The commission discussed the higher education sector in post-18th Amendment scenario. The participants agreed that wide consultations should be carried out with the provinces to ensure that activities undertaken by provinces are in harmony with the provisions of the Constitution of Pakistan, especially Articles 153 and 154.

The commission, under power section 10 (N) of HEC Ordinance, decided to select a new testing body through an open competitive process. The commission authorised HEC chairperson to constitute a sub-committee of commission including a few technical members having expertise in assessment and testing services to review and prescribe a regulatory and statutory framework for monitoring and quality assurance of such a testing service.

Furthermore, the members also reviewed and approved the scope of National Technology Council in terms of programmes/disciplines falling under the purview of the Council.

Dr. Mukhtar also appreciated the services of Dr. Javaid R. Laghari, former chairman HEC, whose term ended in August 2014, and also Imtiaz Gilani for serving as acting chairperson.
