The Trust for Democratic Education and Accountability (TDEA) has launched the Technology for Efficient and Effective Elections (T3E) Project that is designed to propose new ways to introduce technologically backed efficiency into the

management system through a consultative process involving experts, and then to build a consensus for its adoption through research and advocacy.

Implemented in federal capital of Pakistan, T3E will benefit from TDEA’s extensive and long-term work regarding election observation, advocacy, electoral reforms, and the introduction of technology to increase the efficiency of its own programs and systems

T3E AIMS and OBJECTIVE

1. To initiate an objective and informed discourse on the advantages and disadvantages of various election technologies in light of Pakistan’s political, social, and electoral context

2. to optimize the efficiency of election management systems for enhancing electoral transparency and accountability in Pakistan

THEORY OF CHANGE

If the efficiency of the election management system is optimized then the public trust in electoral outcomes will increase leading to strengthening of the system of democracy in Pakistan

MAJOR ACTIVITIES

1. Form a unique and first-of-its-kind Election Technology (Election Tech) Forum to deliberate and propose constructive and adaptable recommendations for more effective electoral practices

2. Create an informed public discourse for increased buy-in for the use of technology in elections

ACTIVITY HIGHLIGHTS

1. Listing of relevant stakeholders for engagement with Election Tech Forum

2. Election Tech Forum (of 15-20 members) will deliberate upon the use of technology in elections provide tangible recommendations to election authorities and Parliament keeping in view the local context as well as the legal Instruments available Members may include:

a. Information and Communication Technology professionals

b. Professionals from academia

c. Network/Data Security Experts

3. Systematic technical assessment of the technological solutions available and viable in Pakistani context

4. Five policy papers and briefs for advocacy with election authorities and Parliament

5. Conference to present findings and recommendations and a dissemination event to share learnings and way forward

6. Social media campaign to promote the adoption of technology in the election management system.
