The OIC-15 Dialogue Platform’s inaugural ministerial meeting took place on May 25 and 26, 2023, in Almaty, Kazakhstan, at the Al-Farabi Kazakh National University, widely regarded as Kazakhstan’s centre of learning and innovation.

Along with the COMSTECH Secretariat and OIC General Secretariat, the meeting was attended by ministers and delegations from Kazakhstan, Qatar, Cameroon, Morocco, Iran, Pakistan, Azerbaijan, UAE, Indonesia, and Turkiye.

The meeting was presided over by H.E. Mr. Sayasat Nurbek, Kazakhstan’s Minister of Science and Higher Education.

The heads of the country delegations, the COMSTECH Secretariat, the OIC General Secretariat, and Kaznu Al-Farabi University gave their speeches following the adoption of the agenda. The Almaty Rules and Regulations of OIC-15 Dialogue Platform were adopted after discussion of the expert committee’s recommendations.

All of the aforementioned documents were included in the final product, which was referred to as Almaty Rules and Regulations of the OIC-15 Dialogue Platform and approved by the Ministerial Meeting.

The Meeting, which was planned as a hybrid participation event, brought together ministers of science and education and high-level representatives from the OIC’s most advanced countries in the fields of science, technologies, and innovations.

The OIC-15 Dialogue Platform’s first Ministerial Meeting was welcomed by a resolution of the 49th session of the OIC Council of Foreign Ministers, which was held earlier in 2023 in Nouakchott, The Islamic Republic of Mauritania.

In his speech on behalf of the OIC Secretary General, Ambassador Askar Mussinov, Assistant Secretary General for Science & Technology, informed the meeting participants on the background, evolution, and very essence of the OIC-15 Dialogue Platform.

He also reaffirmed the OIC General Secretariat’s dedication to carrying out its mandate to advance the OIC-15 Dialogue Platform. Prof. Dr. M. Iqbal Choudhury, Coordinator General of COMSTECH, met privately with the Kazakh Minister of Science and Higher Education as well as the Kaznu Al-Farabi University Rector.

It was decided to strengthen upcoming partnerships and create joint initiatives for the advancement of science and technology in the OIC region.

The representative of the Islamic Republic of Iran offered to host the second ministerial meeting of the OIC-15 Dialogue Platform in Tehran in 2024 during discussions and remarks made by the heads of national delegations.

Regarding Al-FarabiKazakh National University’s ongoing relationship with the OIC, Rector Mr. Zhanseit Tuimebayev declared that the institution was prepared to host the OIC Office on Science and Technology on its grounds.
