INFORMATION AND Communication Technologies (ICTs)plays a great role in advancing knowledge and skills which are necessary for effective functioning in the modern world. It is a dire need to integrate (ICTs) to marginalized group of people who pushed to the edge of not belonging to main streaming culture and gave lesser importance. Thus, they confront barriers that stop them from fully participating in their nation’s scientific, technological, financial, political, and social life. When the rule of law fails to bring change, marginalized groups take up arms. Poverty, lack of access in mainstream language and/or culture, or lack of motivation could be the possible factors for keeping out young people from full contribution in societies’ development. The rate of early life unemployment and gender discrimination are the major problems of the under developed world and need to be addressed in a timely way to guarantee the development of their communities and nations. Information and Communication Technology for Development (ICT4D) is a general term denoting to the application of ICTs in the field of socioeconomic development, international development and human rights. ICTs can be used as solution to all problems of marginalized communities. ICTs can be helpful to empower the person with disability. It is believed that correctly developed and implemented solution of ICTs have been a great potential to assist marginalized communities through e-learning or tele-medicine services. ICT could be helpful to alleviate poverty and giving strength to poor help themselves. Global ICT experts can develop strategies for mainstreaming the marginalized by giving them opportunities, education and skills development and can also focus on creating specific centers for persons with disability and allow them to groom and play a lively part of the society. On the one side of the picture marginalized people are mainstreaming with effective use of ICTs whereas in Pakistan scenario is opposite. In the race of ICT development Index, Pakistan is far left behind by the developing countries in the world. As per International Telecommunication Unit (ITU) Pakistan is on 146th position in 2016. Even the neighboring South Asian countries progress in ICT development is higher. This demonstrate ICT development in these countries is much better than Pakistan though facing similar challenges of poverty, socio economic sustainability and low per capita income. Like other developing countries in Pakistan, Government is unable to provide citizens services but only technology can transcend distances like ICT. For the development of ICTs sector in Pakistan there is a lot that need to done to get there. The policies of IT should be revised at least twice in a decade before they become outdated, and make provision to facilitate marginalized. In this context the role of Pakistan Telecommunication Authority is laudable, but there is a serious need of leadership for ICT sector that is considered an engine for the growth of development and mainstreaming the marginalized through emerging technologies. The need of time to create ways in which technology can be introduce and embedded in communities to achieve best effects.
