Ozone remedy and Pakistan
A fragile shield of gas, which protects the Earth from the harmful rays of the sun Ozone Layer, that helps to preserve life on earth. Ozone layer protects all life from the sun’s harmful radiation, but human activities have damaged this shield.
Anthropogenic transformation has starched many serious environmental issues. Targets for the removal of production and consumption of Ozone Depleting Substances (ODS), the Montreal Protocol established in 1989.
Montreal Protocol is the first international treaty which is now ratified by all the 191-member countries of international community. Pakistan had also agreed with 191 other countries to get rid of chemicals which are responsible for depleting ozone layer by the year 2010 under international accord Montreal Protocol.
After the adoption of the Vienna Convention and Montreal Protocol, Ministry of Climate Change in Pakistan has been making constant development in policy making to protect the stratospheric ozone depletion.
Pakistan established country program in 1996 for phasing out Ozone Depleting Substances (ODS). Through its National Ozone Unit, Pakistan has effectively completed Stage-I of HCFC Phase-out Management Plan (HPMP), which will keep the country in observance with the current targets of Montreal Protocol that associates to the Ozone layer.
Industries which are using ODS are being assisted by government of Pakistan as government is responsible for providing essential technical and financial support to industries from international funding.
It is pertinent to mention, that, Pakistan did not produce ODS but it did import selected important chemicals like Chlorofluorocarbons (CFCs), Carbon Tetra Chloride (CTC), Halons and Methyl Bromide (MB) for use in the foam, refrigeration, metal and surgical industries, fire extinguishers.
Pakistan’s annual import is 3000 tones. The per capita use of CFCs is only 0.027 kg and her contribution in the global context is practically zero. Futuristic estimates of increase in the local use of ODS is targeted not to rise.
For regulating and importing of ODS Pakistan had introduced licensing system to regulate and monitor the import of CFCs, Halons, Methyl Bromide MB whereas import of Carbon Tetra Chloride was banned in May 2007 and allowed import of any other alternative solvent which falls under the category of ozone-friendly substances.
According to NASA in 2015 ozone hole grew to 10.9 million square miles and in 2016 ozone hole at its peak on September 28, 2016, as it extended across an area nearly three times the size of continental United States.
United Nations General Assembly declared September 16 to be an International Day for protection of ozone layer. This day was first celebrated on September 16, 1995. Since than every year ozone day is celebrated with new theme indicating sun, sky, or earth’s natural environment to represent the ozone’s importance in protecting the environment.
